As Australia’s international law enforcement agency, we coordinate all engagement with the foreign law enforcement community. We do this to protect prosecutions and extraditions. It also protects the reputation of Australia’s policing agencies. We have people on the ground in almost 40 countries. We support Australia's international law enforcement interests through cooperation with key international partners. This engagement is critical to developing and maintaining partnerships with international law enforcement. About the position
The AFP Office & Project Manager works to the Senior Police Liaison Officer and the Liaison Officer to provide critical administrative, project and operational support to AFP operational members deployed in the United Arab Emirates (UAE). The position is based full time in Abu Dhabi, with a flexible requirement to travel and work from other AFP locations including Dubai, as required. The AFP Post in UAE is responsible for Australia’s law enforcement interests across 13 countries in the region.
The key responsibilities of the position include, but are not limited to:
- Maintain an awareness of and support key police investigations, strategic and operational activities, and provide accurate and timely responses to domestic and international law enforcement partners.
- Provide briefings, advice and expertise to the AFP Liaison Officers on a range of financial, administrative and personnel issues.
- Liaise, collaborate and build partnerships with key AFP, International partner agencies, Australian government and external agencies to ensure appropriate support as required by the Police Liaison Officers and other AFP Officers.
- Manage a range of office administration functions, including asset management, procurement, maintenance, disposal of assets, and property management in accordance with departmental guidelines and legislative framework.
- Manage and provide support and advice to AFP members and family in country; facilitate and contribute to AFP, Department of Foreign Affairs and Trade, and Whole of Australian Government reporting requirements.
- Manage and coordinate travel, meeting and training schedules for visiting officials, host nations agencies and AFP Liaison Officers based in the UAE and region of responsibility.
- Manage and coordinate diverse project management activities as tasked/directed including administrative, operational, training and logistical.
- Provide support for official visits, including the preparation of visit programs, and assist with organising and coordinating official functions.
- Maintain, operate/update operational file databases, analyse computer-based information systems used by the AFP, including word processing, databases and spreadsheet software.
- Assist with the financial administration of the office including process accounts payable, oversee financial expenditure acquittals, budget management; and management of financial records internal AFP financial reporting, and other reporting tasks as required.
- Develop and coordinate official correspondence on operational and policy issues on behalf of and at the direction of the AFP Liaison Officers.
- Contribute to the development of AFP UAE business plans and undertake projects or other tasks at the direction of the Senior Police Liaison Officer in relation to the AFP role.
Qualifications/Experience
- Candidates must be able to obtain and maintain an Australian Government security clearance at the Negative Vetting Level 1 (NV1) standard. For this reason, applicants must be citizens of Australia, the United Kingdom, New Zealand, the United States, or Canada.
- Experience providing effective executive and administrative support, including the ability to undertake financial management.
- Demonstrated organisational skills, including the ability to manage and achieve work goals under pressure and tight deadlines.
- Excellent interpersonal skills, and the ability to network and liaise with a wide range of stakeholders in a highly professional and respectful way.
- Demonstrated ability to maintain operational security, handle sensitive matters and information with discretion and a very high standard of personal and professional integrity.
- Well-developed project management skills, knowledge of Microsoft Office software and experience interrogating, using and analysing a variety of electronic information systems.
- Capacity to work autonomously with minimal supervision, be highly flexible and a willingness to take initiative and show professional drive and tenacity. Work may involve non-routine hours.
- Ability to hold and maintain an Australian Government security clearance at the Negative Vetting 1 (Secret) level. Successful applicants may be subject to additional integrity and security vetting including criminal history and background checks.
- Fluency in written and spoken English and Arabic (highly preferred).
- Possession of a current UAE Driver’s License.

About the Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program, and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional, and bilateral interests.
About the position
The position is required to manage posts corporate services functions alongside the SAO to ensure the smooth running of the Australian Embassy and support post in achieving its established priorities.
Key responsibilities of the position include but are not limited to:
- Manage a small corporate team who maintain the Embassy’s corporate and administrative functions, including human resources, finance, and travel. This includes the establishment of work area priorities and ensuring quality outcomes.
- Develop and maintain contacts within the UAE government, other diplomatic missions, non-government organisations and businesses to facilitate effective implementation of the Embassy’s operational objectives.
- Oversee the Embassy’s cash management requirements and official bank account and manage the Embassy’s budgets and prepare budget and financial information for senior management to assist with decision making.
- Monitor changes to UAE labour law and possible implications to locally engaged staff terms and conditions of employment and post policies to respond to complex human resources issues, act using good judgement, and ensure processes and procedures remain compliant to assist senior management with decision making.
- Manage the Embassy’s procurement activities, including sourcing and analysing quotes for high value procurement and making informed recommendations to senior management.
- Interpret and apply the Embassy’s Service Level Agreement to provide professional and responsive support to all Australian Government agencies at the Embassy.
- Coordinate and participate in Embassy management meetings, including development and presentation of plans to support improved post operations and preparation of minutes and briefings.
- Provide high-level advice and assistance in administering diplomatic privileges, such as tax exemptions and vehicle purchase and registration and provide logistical support to the Embassy Visits Team for visiting Australian ministers and officials.
Qualifications/Experience
- Sound leadership skills and the professional ability to drive and deliver the operational and administrative requirements of a fast-paced organisation.
- Superior written and verbal English communication skills.
- Demonstrated high-level of initiative and experience working independently within a small team.
- Proven ability to prioritise, monitor workflows and meet tight deadlines.
- Highly developed interpersonal and negotiation skills and the ability to establish and maintain effective stakeholder relationships.
- Experience in an accountancy, financial management, or human resources/payroll role is desirable.
Sound knowledge, or the ability to acquire an understanding, of Australian Government financial regulations, guidelines, policies and procedures and UAE labour law.
